It has been hitherto the practice for the Admiral of the Station to appoint from time to time Naval Courts, at the request of Members of the Mercantile Community; to inquire into the conduct of Masters and others in cases of wrecks, but Admiral Hope has lately been informed by the Board of Trade that in British Colonies such Courts can only legally be established by the local Legislatures, and this Ordinance has accordingly been passed under the authority
